Isaiah 45
The LORD speaks to Cyrus His anointed, whom He has called by name though Cyrus does not know Him. The LORD declares that He forms the light and creates darkness, makes peace and creates evil. He commands the heavens to drop down righteousness and declares that every knee shall bow to Him and every tongue shall swear allegiance.
